Not necessarily, but there aren't too many jobs for just a SQL
programmer. SQL is a data retrieval language, not a programming
language per say. As such, it is generally embedded in other languages,
and you need to know those other languages.
There are jobs for database administrators, though, who have a thorough
working knowledge of SQL. These guys are the ones who design the
databases, build triggers and stored procedures, optimize the database
system performance and such.
