Since you are unable to articulate any technical specifics as to
platform (Windows, UNIX, others) or preferred relational database engine
(posting in c.d.m. says you want it in MySQL) or the preferred
programming language or accessibility (inTERnet vs. inTRAnet), give me
all of the requirements and your budget for the project, and I will
provide you with an estimate on what it would cost for me to write the
application you cannot seem to find. I can tell you it ain't going to
be shrink-wrap-priced either - well that depends on what you consider
shrink-wrapped - some auto-cad type apps go for > $2K...

The preferred platform will depend on the hosting company (you, me - I
use VAMP -VMS/Apache/MySQL/PHP and LAMP - Linux..., or some third party
hosting company).
