Was ODBC even a standard in 1989 ?

I seem to remember using Windows 3.0 (Not 3.1) boxes around that time
with add-on Winsock package (bought separately). Windows 3.1 was a
BIG improvement as it came with Winsock

I believe the answer is no. To use ODBC, you must have the Open Interface
Broker running, and I believe that was introduced in Version 7
