Apparently it's known bug,

164188 ONTAPE RESTORE CAN CRASH WHEN AT BACKUP TIME MIRROR WAS 1 BUT NO
MIRRORING FOR ROOTDBS WAS ACTIVE

Many thanks to Mark Greco for digging it out for me. Reset the MIRROR
flag to 0 and it works a treat now
