This permission is not set at boot time, but at login.

Your regular user needs to be a member of the "scanner" group. If you
are using Gnome, changing this is a matter of a few clicks.

There is no need to reboot, but the user will almost certainly need to
log out and then log back in for the permissions to take effect.
