It means that not the disks belonging to the VG could not be accessed
during a varyon attempt. Since your quorum check value is turned off,
the O/S will forcibly try to vary on the VG.

It would be nice to see
lsdev -Ccdisk
lsvg VGNAME

where VGNAME is the VG in question.
