Not enough information. IF the provider is providing the connection via say
ppp, then yes, linux can dial and connect with ppp (see for exampel
www.theory.physics.ubc.ca/ppp-linux.html for a step by step procedure for
setting up and debugging such connections.) If they have made their own
proprietary interface, then you are out of luck.
Anyway, ppp and chat are what you need if the first is true.
