I resolved this problem as follows. Perhaps it will work for you.

The file

/usr/lib/mozilla-1.4/chrome/chrome.rdf

Must be world readable so that a copy can be created in the user's
~/.mozilla/default profile.

The file mode was 600 and the problem was resolved when I changed it
to 644

According to the response following this post, that solved the problem,
so you could try that. In the future, you should search the newsgroup
before posting a problem. I am not slamming you for posting, just
offering a tip so that you can solve your problem faster.
