He want to say you that if you would like to configure a printer; you
can do it graphically by pointing a web browser to http://127.0.0.1:631/
without worring much of ppd, printcap, etc... You must ensure that
/etc/rc./rc.cups is executable. As you were not specific about your
problem we cannot help you more
