That is: the one modified for THAT specific kernel build. The one in
the "source" package is generic, not customied at all yet.
This is because there's only one "kernel-source" package, but a lot of
different kernel builds. So each of the latter packages contain their own
/boot/config-<kernel_version>
which is the one, used to build that specific kernel.
Just to make this clear for readers, you probably already know this!
