What's wrong with just doing `tail-f file` in a borderless,
transparent, term window? possibly with stacking layer of the window
lowered?

something like: Eterm -v -x -q -O -0 --buttonbar 0 --scrollbar 0 -e tail
- -F '/var/log/messages'
