Well I got to the bottom of the problem - the hard way, I dragged a
monitor down and plugged it in. The boot process was hanging at
Restoring IP Tables, therefore never completing the boot, and not
running the later services (which explained what they ran OK manually).
Removing IP tables from the boot process puts everthing back OK agin
(but no IP firewall).

It's a real pain in the arse, how the 2nd stage of the boot process is
not logged anywhere, I would have been able to find this problem alot
quicker...
