Thats right on both counts.

Your first attempt at emerging glibc clearly completed the compile and
started the copy to the live system (then there must have been a
crash/powerloss/^C or something).

Emerge glibc-2.3.2-r9 again, then upgrade/downgrade it to whatever
version you want to fix the issue.
