Default Re: Help analyzing gcc concern

I see potential for answers in
Gentoo 1.4 Upgrade Guide
under installing GCC 3 and using gcc-config for multiple
compiler versions.
I'm still a little confused as to whether this is a true 1.4 system?
/etc/gentoo-release
contains
Gentoo Base System version 1.4.16

Is that what this means?
So I can install the most stable gcc as a second compiler and get the
libraries I need

Thanks.
