Yeah, now that you told I did some searches and found that GLEP 20 (the one
proposing the srvdir USE flag) is currently "approved but not implemented"

And, reading b.g.o., it seems that it was indeed used for some time, at
least for some packages (apache and mysql, for example), but has been
removed since.
