You can certainly use EM without using the extra-cost features. Looking
at init parameters or or schema objects will not cause you to use the
extra-cost features.

I do not know of any way to disable these features in EM. And as the
quote above says, nothing is stopping you and you may cross that line.
Personally, I don't like this approach from Oracle Corp. This is similar
to my car manufacture putting a Turbo charger on my engine, but telling
me that I did not pay for that option, so don't use it. Then they come
back a year later and pull a report from my engine which shows them that
I used the Turbo twice in the last year (I attempted to pass that truck
on the highway...I didn't mean to use the Turbo. It just came on
automatically when I pressed the gas pedal). Then my car manufacturer
wants me to pay up since I used that option.
