I put the article through babelfish, and it seems important. Naturally
the translation is far from perfect.

The google language tool is pretty fair:

An advantage to the googletranslator is that if you are familiar at all
with the language, you can mouse over the text and see the original
language version. Between seeing the googletranslation and the
original, you can make your own more accurate translation. Or rather
your own more comfortable or idiomatic translate.

However, if you want to find out some things about LiMux, I would start
with the wikipedia article and then connect to all of the references and
external links, which are in .en http://en.wikipedia.org/wiki/Limux
LiMux is a project in Munich for migrating 14,000 personal computers and
laptops of public employees to free software concerning 16,000 users.
LiMux is the largest deployment of Linux and OpenOffice.org in the
public sector so far, and this symbolic value turned it into one of the
world's highest profile migration projects. -- The migration of 80
percent of the users is expected to be complete late-2008 to mid-2009.

That would require the permission of Linux New Media, as the article is
"© 2007Linux New Media AG".

In essence, what it says is that an official testing body (TÜV) has
certified that the Linux client software of the LiMux project is
user-friendly.

The LimUx project was set up to migrate the public administration of the
German city of Munich to Linux.

Maybe I'll just use babelfish or translate.google.com. Apparently they
have permission to translate not only the page in question, but every
page on the web.
