how to setup user accounts for openbsd ipsec vpn

Hi,
Anyone has configured OpenBsd IPsec with many clients?
It seems that most of the info are about using the same password for ipsec
vpn clients, does any one know how to configure OpenBsd IPSec gateway to
authenticate each user for different user-id and password pair? Thanks in
advance.
