No one has said they won't ( don't you love double negatives?) support
the ability to change the MAC address. However the mechanism the
other BSD's uses can not be universally used across all NICs, so it's
not going to be added to OpenBSD. So come to the table with code that
CLEANly adds this functionality and I'm sure there would be interest.

I would but I'm a slug and depend on my student interns to do any real
work nowadays.

again, it comes down to somebody providing a reasonable implementation
(using ifconfig)
