Because 4.3.3 contains updates/features/fixes that don't exist in 4.3.2, and the driver requires them. I.e. that OS level is a requisite; your current level doesn't meet that requisite. Also keep in mind that AIX dev deals with parallel releases; updates often happen to more than one release simultaneously. AIX releases are not serialized.
