Default Dual or 8 core CPU

I have a question on how oracle consider IBM DUAL or Sun 8 core CPUS.
ie. Consider as dual CPU's and assign two physical process to each CPU?

Oracle uses the following for CPU calculations:

Sun .25 times number of cores for the Ultrasparc T1 with 4,6,8 cores
(there is also a Sun Server Table to reference on the Oracle website)

Intel and AMD .50 times number of cores

All others including AIX, .75 times number of cores

Oracle also rounds UP the CPU pricing:

EX 2 way p5 system=1.5 rounds to 2
4 way p5 system=3.0

I am talking about tech. Means there are two active process running on
this CPU at any given time or only one process (software) is actively
running.
