/etc/passwd bad permissions

Hi all,

I justed wanted to report a bug or something.

After applying patches to an RS/6000 running AIX 5.1 ML7
the permissions on /etc/passwd and /etc/group change to 000.

This has appeared a lot of times. Last time I saw it was when
I applied ML8.

Couldn't find any contact info for bug report on IBM so
I thought I should post it here.
