It was related to bad network parameters in the /etc/tunables/nextboot file. I changed nextboot to just [IBM copyright prologue] vmo: And that fixed the problem after a reboot. (A completely empty file would probably work also.) I believe this started after I messed with the tunsave command to see if I could get our local no values preserved across reboots. After the "Not enough space" problem, I went back to an empty nextboot file with explicit no commands in rc.local.
