Thanks to you who responded to my impassioned post.

A gentleman named Chris in Dallas on IBM's AIX support team solved the
problem.

I had to edit /etc/ibmcxx.cfg so that the list of options in the last part
of the file had -qnorm (I think those were the switches/arguments) ... At
which point the compiler ran with no complaints about licensing.

Thanks again to those who responded and if I need to make any corrections to
this post so that it's more accurate I will.
