Default Telnet connexion on ESCALA (Aix 4.3)

When I made a telnet connexion to my Escala, i have to wait 2 - 3 minutes to
get it. After that everything is OK.
When I boot my system, the boot stay about 25 minutes on "config TCPIP
When I change a parameter in TCPIP by SMIT, the execution before to get "OK"
is about 10 minutes.
If I make a ping the result is OK

All the test are made only with a PC, a hub and the Escala connected. (No
router, DNS and other)
The Ethernet board has been changed
