Default Apache [php] - mysql module choking on Start?

Has anyone seen Apache refuse to [link?] the mysql module on 'Start',
whereas it works just fine on 'Restart'?

i386
OpenBSD 3.3
Generic Kernel (Production machine - all from CD)
Apache/1.3.27, Release 10327100
PHP Version 4.2.3, Mar 20 2003 06:40:47
HTTPD="/usr/sbin/httpd -d /u"

There don't seem to be any differences between start & restart in apachectl??
