i choose the j option because it is also used by gtar to handle bz2
files. I think there is no need to make things non-standard.

Moreover bzip2 is not going to be on the base installation, so as
explained by Dries and Micheal this patch won't be applied, even if
there are systems (like GNU/Linux Debian) that install tar (with -j
option included), also without installing bzip2, and this doesen't
break anything.

But there is no problems, i think. Who wants to handle bz2 files with
tar can easily install gtar and make aliases
