I think there is no need to make things non-standard. Moreover bzip2 is not going to be on the base installation, so as explained by Dries and Micheal this patch won't be applied, even if there are systems (like GNU/Linux Debian) that install tar (with -j option included), also without installing bzip2, and this doesen't break anything.
