I happened to write a similar utility of the same name, announced to misc@ here: http://marc.theaimsgroup.com/?l=open...1289724257&w=2 At least at metawire, you should be able to download versison 0.2 if you adjust the provided link (some small fixes and better cleanup). I can't say for sure because i can't connect to metawire.org at the moment (times out). Its based on perfd and features a control utility (cpuctl) to make changes on the fly.
