That's dated information (getting close to 10 years old, I guess). Except for one exception due to a gcc bug, all ports of NetBSD 1.6 were cross-compiled on a beefy x86 box running NetBSD. That cross-compilation mechanism has been known to work on a handful of other platforms, including FreeBSD, some versions of Linux, Solaris, and maybe even cygwin. It bootstraps itself, building the necessary host tools first, then building the system.
