Default using tagfiles when installing from hard drive partition

OK, I've gotten Slack to install packages from an FAT32
partition at the end of the drive, and that's gone OK,
more or less.

But, I'm apparently misunderstanding something: I *thot*
I'd read that installing under the "newbie" mode would
cause the tagfiles to be read. But, either the tagfiles
being read are those on the CD, rather than the edited
ones in the hard drive partition, OR, "setup" is ignoring
some of my "SKP" & "ADD" labels.

Is there fuller documentation, somewhere, on using the
tagfiles sucessfully?
