BUT: that is whenever you like. In most cases upstream launches a release (which is considered "stable" by upstream, otherwise they wouldn't release it), which then enters the portage tree, but marked as "unstable". It is tested for some weeks and then marked "stable", as it doesn't brake anything. So "stability" is just a question of the point of view. If you like using openssh-4.6, put it into /etc/portage/packages.keywords and emerge it.
