Dunno why it's happened to you, but this is from "man emerge" and it may
answer you:

N = new, (not yet installed)
S = new, slot installation (side-by-side versions)
U = updating, (changing versions)
D = downgrade, (Best version seems lower)
R = replacing, (Remerging same version))
F = fetch restricted, (Manual download)
f = fetch restricted, (Already downloaded)
B = blocked by an already installed package

Kernel 2.6.13 makes devfsd obsolete. So switch to udev and unmerge
devfsd, then you can emerge kernel 2.6.13.

Kernel >=2.6.13 does not support devfs anymore.
You must merge (and configure) udev instead (this is not necessarily
trivial, but there are corresponding HOWTOs in the net).
When udev works for you, you can unmerge devfsd and only afterwards
you can install Kernel >=2.6.13.

Switch to UDEV. Linux kernel 2.6.13 offically dropped devfs from it's
code some time ago. There's a guide on Gentoo's website about it.

Get rid of devfs, it's deprecated for 2.6.13. Use udev instead.
