Kernel 2.6.16-gentoo-r9 / AMD64 ... I want to compile snd_ioctl32 in hopes
Q3A will have sound but I can't find it as an option within the kernel. Is
it deprecated now? Or, am I going about it incorrectly; I have ALSA
compiled as modules.

Run alsa-config.

Thanks Sebastian. Check these results out:

codybeau cmo # alsa-config
bash: alsa-config: command not found

codybeau cmo # esearch alsa-config
[ Results for search key : alsa-config ]
[ Applications found : 0 ]

codybeau cmo # alsa
alsaconf alsactl alsamixer

Searched gentoo-portage site and didn't find it. Is it some other package?

Try alsaconf instead. It's part of media-sound/alsa-utils.
