Default Automatic database activation

Has anyone created an elegant way to automate database activation on
instance startup?

I come across a number of client sites that have DB2 installed because
it was sold embedded with another piece of software. The installer
activates automatic utilities, but are surprised when there are no
backups or runstats run at night. They define a window for utilities
off hours, but there are no user connections at that time activate the
database.

I add a script to activate the database after any reboot, but this
doesn't guarantee the database is activated if someone stops/starts
DB2.
