Default Resolve Error for SMCODE: -28 relative to DBA4730E

Does anyone know how we can look up the SMCODE? I am receiving -28
SMCODE in an attempt to view connections via the Control Center.

DBA4730E Performance monitoring encountered a problem while
accessing the monitor server. Monitoring cannot
continue. smcode: "-28"

Explanation: See the Administration Server error logs for more
information.

I have no problems view this information using the Command Line and
entering LIST APPLICATIONS.

Any advice would be greatly appreciated!
