Default SYSPROC.SYSINSTALLOBJECTS not found in one DB but exist in another DB in the same instance

Hi All,

I have two Databases in one DB2 instance V8.2 run on Windows2000. I do
the same thing to the two databases when I apply DB2 Fixpak7 to bring
the instance to V8.2.
I try to use "activity monitor" on both databases. One DB is ok and
another one reports error:

Routine "*LOBJECTS" (specific name "SQL040928114054710") is
implemented with code in library or path "...ALLOBJECTS",
function "SYSPROC.SYSINSTALLOBJECTS" which cannot be accessed.
Reason code: "4". SQLSTATE=42724

Who can explain that, and how to fix it?
