Visual Explain - Estimated Processing Time: Not Available - how come????

No matter whether I do a explain or a run and explain i get times only for
the full query and not for the indivdual steps that are shown in the icons.

Is there some way to do this?

Also do you have a site with suggestions on how to use this tool? I have
used quest and Oracle but I am missing something with Visual Explain.
