Default ODBC connects with netbios name but not IP address

Error occurs when setting up System DSN. When I put the
IP address in server name, specifying TCP/IP connection
at port 1433, I get this error:
SQLState: "HYT00"
SQLServerError: 0
[Microsoft][ODBC SQL Server Driver] Timeout Expired.

But when I put the netbios name, it connects!

What's the problem here and how do i solve it?

Client: Win2k pro , 192.168.0.150
Server: Win2k AS, SQL Server 7, 192.168.0.152

Right click on it in Explorer and check the version number on the Version
tab
