ODBC SQL server driver has not been installed correctly

I am trying to get FRX 16Bit to work on a Win 98 system,
but eveytime I try to load FRX I get this error "0 -
[microsoft][odbc sql server driver, unable to load
communication module, driver not install correctly"

Any help would be appreciated
