Anyone know of any hosts which support outside connectivity? (I.e. I
can connect not only through PHP scripts on the same host but also
from PHP scripts on other hosts and applications from my own
computer.)

Preferably I would like a free one, but I might be willing to pay a
small amount of money for the service. Normally I would use my own
computer and set up some sort of dynamic IP system, but I need
something more reliable.

You can set up an account at db4free.net and connect to it from
wherever you like.

For a paid for one at a very reasonable price I use
