Set CHARSET information using environment variables

Hey list,
I'm a newbie of Sybase Adaptive Server. Now I need find a solution to
enable an existing Java program call any non US-English locale Sybase
Adaptive Server (or Oracle). That's so called I18N. After a short
research, I find that I have to set the CHARSET property by program to
enable this function. That's not a good solution for me. I just want
know if it's possible to set the information from environment
variables, or any configuration files. (Yes, I can modify my program to
implement it myself. but that's not a perfect idea.)

I tried to visit Sybase document site. But it seems to be down. Could
you guys provide any clues?
