Details:

There are no ways to select unicode codepage during installation.
But it's possible to select unicode codepage for new DB in already installed
PostgreSQL system.

It was ok in 8.0.0 RC01

Unicode doesn't work correctly on Windows. That's why the choice is not
given during installation.
