Because there's really no documented reason to run /etc/init.d/pppd
while the system is running.

Solaris PPP 4.0 is a bit different from the old asppp. Could you
explain what you're trying to do in a little more detail?

First, pppd is much better than it used to be; it used to need restarting
under circumstances I still don't quite understand. It doesn't anymore,
at least not on an almost routine basis.

Still, it might be desirable to delegate the ability to stop
and restart it.
