Default Create .tcshrc by default when using SMC

Hi,

I've spent several hours trying to find a way to place a
default .tcshrc file in the user's directory when creating their
account from SMC. Putting it in /etc/skel doesn't seem to work
although it is fine for the other login files.

Is anyone able to offer any advise?
