Displaying cyrillic characters in title bar

Hi,

I want to be able to render cyrillic characters correctly in window
title bars. At the moment, if I run (say) firefox and browse to a
Russian website, the content renders correctly but the title bar
displays as "????????".

I've installed the package SUNW1251f, but this provides fonts under a
specific locale (ru.ansi-1251). I don't want to run everything in a
Russian locale; merely render fonts correctly where they are available.
My current locale is en_GB.ISO8859-1.
