Sure it is small language market.
The point here is who is if there is if the companies want to do it. IBM
have the strength to do it if it wants.
In Aubit there are will to participate.

Aubit is a project that offers some more things, like a modular
architecture that let you add your own feature implementation (if you
are C/C++ hacker). It includes 4gl code generation tools that help you
to create 4gl applications, a 4gl program documentation tool
doxygen/javadoc way, tools to build your system with Gnu Make. The Ace
to 4gl compiler provides 4gl code generation from your isql code.
With the key recording, key automatic and screen dump it is possible to
create automated tests for 4gl programs.
It have one of the biggest 4gl test/example repository with more than
700 4gl modules.

It also provides freedom to execute it whenever you want, to study it,
to redistribute copies and of course to improve it..

Can be used in conjunction with Informix, 4Js and Querix. It is not
developed to compete directly with Querix, 4js, or Informix 4gl, but
rather to complement. Also, providing a free alternative, help 4gl
comunity to grow by letting more people to access to language (including
in universities).
