Nothing concetual here, and why pretend?
The archive will be an exact copy of the database at the instant
the ontape command is issued (well a few seconds later as it
needs to take a checkpoint first). Any transactions after this
time will not be on the archive, however they will be in the
logical logs (which are being backup up to disk or tape aren't
they ??!!). These can be applied to the database in the event
of a restore in order to get an up-to-date database back.
This is how it was, is now and probably always will be.

Lol, no sense of humor on a Monday morning eh?

My belief was like yours, which is the way it works with most RDBMS's
that allow hot backups, ala Oracle. I just wanted to confirm since this
question came up last week.

And yes, the logs are always backed up to tape for all prod instances.
