fgl.vim goes in directory /usr/share/vim/vim61/syntax/

And file /usr/share/vim/vim61/filetype.vim must include a line like

au BufNewFile,BufRead *.4gl,*.4gh,*.m4gl setf fgl

Of course check your directory strcuture.
