Default Does oracle's licensing change ( announcements ) for multi core impact PA-RISC?

Oracle last year changed their minds a couple of times on database
licensing policies for multi core architectures.

The most recent versions of the PA-RISC familes 8800/8900 have multiple
cpu's on 1 chip ( apparently ).

Does that mean that they can be regarded as multi core? If so, then
they would appear to fall into the Oracle default processor licensing
factor of .75 ( multiple total number of core's by .75 to determine how
many oracle processor licenses are required ).
