Default Graphics Screen not working on HPUX workstation

I have a HPUX Series 700i workstation running HPUX 10.20. During boot
the graphics tries to load but all I get is a like grey screen. I do
not see any icons on the screen. I want to disable the graphics
loading, I'm assuming the X11, during boot. Where do I change that?

Boot to single-user, then disable VUE/CDE startup:

VUE: edit /etc/inittab:

vue:4ff:/usr/vue/bin/vuerc

CDE: edit /etc/rc.config.d/desktop:

#DESKTOP=CDE
